WL #2604: Partition Management

Optimised version of ADD/DROP/REORGANIZE partitions for
non-NDB storage engines.
New syntax to handle REBUILD/OPTIMIZE/ANALYZE/CHECK/REPAIR partitions
Quite a few bug fixes
