This is an implementation of two WL items:

  - WL#3158: IM: Instance configuration extensions;
  - WL#3159: IM: --bootstrap and --start-default-instance modes

The following new statements have been added:
  - CREATE INSTANCE;
  - DROP INSTANCE;
