Continue the effort of a previous commit (PR#2114) which changed the man
pages titles from MariaDB to MySQL, to further update the man pages.
Update the man page NAME sections to use mariadb-* instead of mysql* for
MariaDB binaries that are drop-in replacements for MySQL equivalents,
indicating that the commands are actually of the MariaDB version.
Before:
NAME
mysql_upgrade - check tables for MariaDB upgrade
...
After:
NAME
mariadb-upgrade - check tables for MariaDB upgrade (mysql_upgrade
is now a symlink to mariadb-upgrade)
...

For compatibility reasons, add the option to the MariaDB client without
any functional changes besides simply accepting the option and emitting
a warning that it is obsolete.
In MySQL this security related option is compulsory in certain use
cases. When users switch to MariaDB, this client command that used to
work starts failing without a sensible error message. In worst case
users resort to re-installing the mysql client from MySQL.
In MariaDB the option is obsolete and should simply be ignored. Users
however don't have any opportunity to learn that unless the client
program tells them so.
Before:
mysql --enable-cleartext-plugin ...
mysql: unknown option '--enable-cleartext-plugin'
(program terminates)
After:
mysql --enable-cleartext-plugin ...
WARNING: option '--enable-cleartext-plugin' is obsolete.
(program executes)

When reading the man page of e.g. 'mysql' on a system with MariaDB
installed one would actually see the man page of 'mariadb'. However the
man page had no indication of the page being for 'mariadb', which was
confusing for users.
Fix this by updating the man page title lines to use mariadb-* instead
of mysql* for MariaDB binaries that are drop-in replacements for MySQL
equivalents, indicating that the commands are actually of the MariaDB
version.
In long term, all the commands in man pages should be replaced by their
MariaDB counterparts. Update the title lines as a start, and only those
that exist as symlinks to their MariaDB counterparts.
Before:
man mariadb-upgrade | head -n 1
MYSQL_UPGRADE(1) ...
After:
man mariadb-upgrade | head -n 1
MARIADB-UPGRADE(1) ...

The --skip-write-binlog message was confusing that it only had
an effect if the galera was enabled. There are uses beyond galera
so we apply SET SESSION SQL_LOG_BIN=0 as implied by the option
without being conditional on the wsrep status.
Remove wsrep.mysql_tzinfo_to_sql_symlink{,_skip} tests as they offered
no additional coverage beyond main.mysql_tzinfo_to_sql_symlink as no
server testing was done.
Introduced a variant of the galera.mariadb_tzinfo_to_sql as
galera.mysql_tzinfo_to_sql, which does testing using the mysql client
rather than directly importing into the server via mysqltest.
Update man page and mysql_tzinfo_to_sql to having a --skip-write-binlog
option.

- conflicts in tztime.cc can revert to this version of --help text.
- tztime.cc - merge execute immediate @prep1, and leave %s%s trunc_tables, lock_tables
after that.
10.6:
- Need to remove the not_embedded.inc in mysql_tzinfo_to_sql.test and
replace it with no_protocol.inc
- leave both mysql_tzinfo_to_sql.test and mariadb_tzinfo_to_sql.sql
tests.
- sql/tztime.cc - keep entirely 10.6 version.

MDEV-27107 prevent two mariadb-upgrade running in parallel
MDEV-27279 mariadb_upgrade add --check-if-upgrade-is-needed /
restrict tests to major version
Code is based of pull request from Daniel Black, but with a several
extensions.
- mysql_upgrade now locks the mysql_upgrade file with my_lock()
(Advisory record locking). This ensures that two mysql_upgrades
cannot be run in parallel.
- Added --check-if-upgrade-is-needed to mysql_upgrade. This will return
0 if one has to run mysql_upgrade.
Other changes:
- mysql_upgrade will now immediately exit if the major version and minor
version (two first numbers in the version string) is same as last run.
Before this change mysql_upgrade was run if the version string was different
from last run.
- Better messages when there is no need to run mysql_upgrade.
- mysql_upgrade --verbose now prints out a lot more information about
the version checking.
- mysql_upgrade --debug now uses default debug arguments if there is no
option to --debug
- "MySQL" is renamed to MariaDB in the messages
- mysql_upgrade version increased to 2.0
Notes
Verifying "prevent two mariadb-upgrade running in parallel" was
done in a debugger as it would be a bit complex to do that in mtr.

Problem:
=======
The ALWAYS option of the mariadb-binlog --base64-output flag
formats its output incorrectly. This option is deprecated, and
MySQL 8.0 has removed it entirely.
Solution:
========
Adhere to MySQL and remove this option from MariaDB.

Problem:
=======
MariaDB's command line utilities (e.g., mysql,
mysqldump, etc) silently ignore connection
property options (e.g., --port and --socket)
when protocol is not explicitly set via the
command-line for localhost connections.
Fix:
===
If connection properties are specified without a
protocol, override the protocol to be consistent.
For example, if --port is specified, automatically
set protocol=tcp.
Caveats:
=======
* When multiple connection properties are
specified, nothing is overridden
* If protocol is is set via the command-line,
its value is used
