  Current implementation status

  (#1) (my_error) produces data in the 'error_message_charset_info' CHARSET

  (#2) and (#3) (SIGNAL, RESIGNAL) produces data internally in UTF8

  (#7) (GET DIAGNOSTICS) is not implemented.
