Subject: ru: add VTB Mobile

Updated telecoms operators for Russia

New telecom operators have been added, non-operating telecom operators have
been removed, the data of existing telecom operators has been updated.

[lkundrak@v3.sk: original commit message & authorship was preserved, but
I've done significant changes. I've most notably split the removal, updates
and additions of each operators into into separate commits.]
