Fixed double-rounding problem in mpfr_mul_2si, mpfr_div_2si
and mpfr_div_2ui rounded to nearest when the rounded result
in unbounded exponent range is 2^(emin - 2): the returned
result was zero instead of non-zero. Added testcases.
