Remove the DirectoryBackground->EelBackground->GnomeBG abstraction and
add a new object, NautilusDesktopBackground, which is a thin wrapper
around GnomeBG, which takes care of handling background changes.

Got rid of the WERROR shell variable. The -Werror switch is no
longer a per-directory thing.

Added libpng to the libraries for the test program. Maybe this was
the wrong thing to do, but before this change the link failed.
