Data for segments affected by a traffic message.
Speed can be specified in three different ways:
speed
replaces the maximum speed of the segment, if lower speed_penalty
subtracts the specified amount from the maximum speed of the segment speed_factor
is the percentage of the maximum speed of the segment to be assumedWhere more than one of these values is set, the lowest speed applies.

Expected speed expressed as a percentage of the posted limit (100 for full speed)

Difference between expected speed and the posted speed limit of the segment (0 for none); the resulting maximum speed is never less than 5 km/h
