This is an initial implementation to support dynamic import in
both scripts and modules. It's off by default since support for
dynamic import is still flagged in V8. Without setting the V8 flag,
this code won't be executed.
This initial version does not support importing into vm contexts.

This is required because we need to add the babel-eslint dependency
and it has to be able to resolve "eslint".
babel-eslint is required to support future ES features such as async
iterators and import.meta.

Include the offending line in the output and underline the bad token.
Before this commit, it printed "SyntaxError: Unexpected reserved word"
without indicating where the syntax error is.
Now it prints the line and underlines the offending token, like it does
for syntax errors in CJS scripts.
Minor changes are made to the test runner in order to support `*.mjs`
files in test/message.

Extend linting to tools/license2rtf.js and any other JS that gets added
to the `tools` directory by default.
This incidentally simplifies lint invocation.

`lib/internal/v8_prof_processor.js` was being excluded from linting, but
the only lint issue it has is that it cannot run in strict mode. Disable
the `strict` rule with a comment and remove the file from
`.eslintignore`.

This change cleans up outstanding comments on #3032. It improves error
handling when no isolate file is provided and adds the --prof-process
flag to the node binary which executes the tick processor on the
provided isolate file.

The test was failing after adding 'use strict' because the windows CI
uses the autocrlf option of git which converts \r into \r\n on checkout.
Refactored the test to not read itself anymore and create a temp file on
the fly instead to avoid this line-ending issue.

Expose `common.refreshTmpDir()` and only call it
for tests that use common.tmpDir or common.PIPE.
A positive side effect is the removal of a code
smell where child processes were detected by the
presence of `.send()`. Now each process can decide
for itself if it needs to refresh tmpDir.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.
