Wrap up PXE private method to pxe_utils move
Moves the remaining private method test case code to pxe_utils and updates tests to remove the temporary method remappings in pxe.py. Change-Id: Ic9ae2ef2802f1f17b213d5a196dde3b65981f0d6 Task: 23029 Story: 1628069
