Sphinx 1.8 introduced [1] the '--keep-going' argument which, as its name
suggests, keeps the build running when it encounters non-fatal errors.
This is exceptionally useful in avoiding a continuous edit-build loop
when undertaking large doc reworks where multiple errors may be
introduced.

Add file to the reno documentation build to show release notes for
stable/train.
Use pbr instruction to increment the minor version number
automatically so that master versions are higher than the versions on
stable/train.

I spent a few days figuring out what was making the OS-FEDERATION
mapping rules create/update API calls return "413 Entity Too Large"
errors for our CentOS7/haproxy/apache/mod_wsgi/keystone/python2 setup.
To make this a bit easier for future users then I would like to include
max_request_body_size and its value in the response and also log the
error.
Retaining the "Request is too large." bit in the message is intended to
also make it easier to find where the limit is set.
Resulting log error in keystone looks like:
2019-07-04 06:52:13.217789 | ubuntu-bionic | INFO
[oslo_middleware.sizelimit] Request is too large. Larger than
max_request_body_size (114688).

All the integration testing has been moved to
Bionic now[1] and py3.5 is not tested runtime for
Train or stable/stein[2].

Bandit 1.6.0 accidentally changed how the exclusion list option is
handled and breaks our use of it. Cap to the previous version until
Bandit has fixed the problem.
Sphinx 2.0 no longer works on python 2.7, so we need to start capping
it there as well.

Py36 is more strict about escape sequences in strings. Regex patterns
often cause warnings due to not being normal escape sequences. This gets
rid of a few warnings by switching these regex strings to use raw
strings.

Developers run all sorts of different tools within Git repositories,
any of which can leave their own special trashfiles all over the
place. We can't every hope to catalog them all, so better to
recommend developers simply configure a global core.excludesfile to
filter the irrelevant files which tend to get created by their
personal choice of tools.
To this end, remove the long-standing sections for "Mr Developer"
and "Editors" since their mere existence here sends the signal that
we welcome (and have time to review) additions for any old tool
someone ever might happen to try. Also add a comment block
explaining this, for clarity.
We can, and should of course, continue to list files created by the
tools recommended by our workflow (test frameworks called from tox,
documentation and packaging builds, et cetera).

We want to default to running all tox environments under python 3, so
set the basepython value in each environment.
We do not want to specify a minor version number, because we do not
want to have to update the file every time we upgrade python.
We do not want to set the override once in testenv, because that
breaks the more specific versions used in default environments like
py35 and py36.

Create a tox environment for running the unit tests against the lower
bounds of the dependencies.
Create a lower-constraints.txt to be used to enforce the lower bounds
in those tests.
Add openstack-tox-lower-constraints job to the zuul configuration.
