Added CLI commands related to ACL support.
Added docs for client API and CLI.

Updated docs as per meetup discussion.

Added acls access from secret and container entities.

Addressed functional test failures resulted from recent merge of
https://review.openstack.org/#/c/198732/

Allow Barbican Client Secret Update Functionality

This patch will allow the python-barbicanclient to perform
Secret Updates. This functionality will also be added to the
barbican command line client. I will also allow for a secret
to be created without a payload.
