Add wildcard support to hook-clear

This allows us to unset hooks with the same wildcard support as when
creating a stack:

    heat hook-clear mystack 'foo*' '*_group/*_stage1'

Hooks can be set on stack create / update:

    heat stack-create mystack -f mytemplate.yaml \
        --pre-create SomeResource \
        --pre-create SomeOtherResource \
        --pre-create nested_stack/nested_2/NestedResource

or within the resource_registry section of the environment:

    resource_registry:
      resources:
        SomeResource:
          hooks: pre-create
        SomeOtherResource:
          hooks: pre-create
        nested_stack:
          nested_2:
            NestedResource:
              hooks: pre-create

Hooks can be then cleared:

    heat hook-clear --pre-create mystack SomeResource SomeOtherResource

    heat hook-clear --pre-create mystack nested_stack/nested_2/NestedResource
