This patch adds new netdev classes that implement
"system" and "tap" devices on FreeBSD using the
libpcap library. This enables the use of the
"netdev" datapath_type of Open vSwitch on FreeBSD.

This patch fixes a minor documentation flaw where INSTALL.Linux uses
incorrect path to find ovsdb-server and ovs-vswitchd PIDs. The default
rundir is actually /usr/local/var/run/openvswitch/ instead of
/usr/local/var/run/.

This renames the datapath modules:

  openvswitch_mod -&gt; openvswitch
  brcompat_mod -&gt; brcompat

The first makes the module name consistent with upstream, and the latter
is just for internal consistency.  This makes tools, and documentation
refer to a common module name regardless if it's coming from upstream
linux or built from datapath/ as part of a local build.

Instead this patch uses flow_format() which gives very similar
output.  This patch will improve the reliability of unit tests in
future patches which rely on the results of ofp_packet_to_string().

Mike Bursell pointed out that our policer only works on IPv4
traffic--and specifically not IPv6.  By using the "basic" filter, we can
enforce policing on all traffic for a particular interface.

Jamal Hadi Salim pointed out that calling "tc" directly with system() is
pretty ugly.  This commit switches our remaining "tc" calls to directly
sending the appropriate netlink messages.
