The OpenFlow15 Packet-Out message contains the match instead of the
in_port.  The flow.tunnel.metadata.tab is not inited but used in the
loop of tun_metadata_to_nx_match.

Include and run the system-traffic.at tests as part of the system offload
testsuite. Exclude all the tests that will not run without any special
modifications.

Lowered log level for "recirc_id sharing not supported" message, so tests
will not fail with older kernels. This is not an error level message, but
should be debug, like all other, EOPNOTSUPP, related log messages.

Part of the uuidset implementation is taken from the OVN codebase where
it was added via commit 0e77b3bcbfe2 ("ovn-northd-ddlog: New
implementation of ovn-northd based on ddlog.").

We now extend that, adding a few helpers and tests.

The mfex pcap generation script is improved for varied length
traffic and also removes the hard coded mfex_pcap and instead uses
the script itself to generate complex traffic patterns for testing.
