rhel packaging for OVN is split to host(controller), central(northd),
common(command line utilities) and docker(docker network plugin). This is
similar to OVN packaging for Debian.

Requires DPDK >= 2.2 as that is the first version to have a standard
install layout which we can discover without help from user.
Additionally document the option in INSTALL.Fedora.md.

The rpm build instructions did not clarify what spec files were to be
used for RHEL 7 and its derivatives. Clarify that you're actually
supposed to use the spec files called "fedora" for RHEL 7 right now.
Update references to Fedora versions to reflect the current release
(23), as neither 16 or 17 are supported releases anymore.

Converts the majority of docs over to use the Markdown language for
pretty printing on GitHub. It's a rough first convertion without
exploiting the full potential of Markdown at this point. Section
titles and indentation are fixed as needed. Minimal docs interlinking
is added.
