Every character must be part of some cluster, so when we dont' have an

* pango/shape.c (pango_shape): Every character must
be part of some cluster, so when we dont' have an engine
at all (pathalogical, happens now for formatting characters),
create a cluster with one glyph=0 and 0 size.
