Last minute tinkering with PerlIO abstraction API.
- PerlIO_importFILE and PerlIO_exportFILE now documented as taking const char *mode. - Other 'flags' field changed to U32 - Discouraging words written about ":raw". p4raw-id: //depot/perlio@17258
