perl 5.003_06: Configure
Add -Wl,rpath option for irix* to find the installed shared
libperl.so
Add /shlib to libpth. It is used by Digital Unix 4.0.

Detect Cygnus Win32, or at least don't let Configure get fooled
into thinking it's OS/2.
