Bump the perl version in various places to 5.13.10
Done with:
./perl -Ilib Porting/bump-perl-version -s 5.13.9 5.13.10 > /tmp/scan
./perl -Ilib Porting/bump-perl-version -u < /tmp/scan
And then manually editing the README.vms file to update the vmstar
example.
