Tweaks to RMG
Use the simpler syntax for starting the CPAN shell. Remove notes about
needing Unix tools on Windows for CPAN and CPANPLUS when LWP is not
installed: these are not required since the likes of Net::FTP and
HTTP::Tiny are used instead.
