- bug fix: index() [and its friends including gmatch()] didn't remove
ignorable characters in the substring correctly.

- U::C::Locale newly supports locales: de__phonebook, nso, om, tn, vi.
- precomposites of a-breve, a-circ, e-circ, o-circ are tailored as well.
