merge README.plan9 and plan9/perlplan9.pod;
delete plan9/perlplan9.* (the perlplan.doc needs to
be regenerated in Plan 9); make the =head1 and =head2
in the README.platform to be a little more verbose
(skipped README.os2 not to anger Ilya) so that they
look better in the toc; regen toc.

README.win32 tweaks; add a note about alternative location for
getting a gcc-2.95.2 that will build perl properly on windows
add some notes about gutsy threading matters
many of the utilities interpolate literal paths within doublequotes
(fails on dosish platforms where path contains backslashes)

- In current state we are still using C runtime in text/binary
mode and "crlf" layer is just a dummy (clone of perlio buffer layer).
- PERLIO=stdio and PERLIO=unix pass all expected tests.
- PERLIO=perlio fails t/lib/dprof.t because Dprof.xs calls PerlIO_tell()
and PerlIO_seek() and the dummy crlf layer is not making adjustments
for CRLF translation happening in C runtime. All other tests pass.
Added note to README.win32 to point out the snags of doing a perl build
with Norton AntiVirus turned on.
Tweaked t/pragma/warnings.t so that when run stand-alone you can tell
which file a fail comes from.
Updated "canned" config.h to match the one generated.

[editor's note - this list of differences was built manually, so is
either a little inaccurate or the most well preened out of the
"unapplied changes" lists so far. It certainly didn't get the usual
injection of message bodies.
The aim of these changes is to give you a vector for finding a list
message if you have an annotate operation hit this commit]

That doesn't look quite right to me. When provided a literal, you
should point at the actual literal (which normally has a global
lifetime), rather than making a mortal copy of it and pointing at
that. The mortal copy will be destroyed at the next statement
boundary, and you'll be left with a dangling pointer when you
unpack().
You're doing the very thing the XXX comment above was intended to
highlight.
I do agree that literals should be pack('p')-able. So, I'd suggest
the change be modified [...]

This patch fills in some gaps in the docs, and adds
runperl.bat. The fix to pl2bat makes it so that
a #!perl line is always available, so that "perl -x"
always works on a batific file.
This goes over my previous win32 patches (esp. the exec
patch and the pl2bat patch). I'm going to post a
consolidated win32 patch here soon, never fear.
