Make float exponent output on Windows look the same as elsewhere.

Windows, alone among our supported platforms, likes to emit three-digit
exponent fields even when two digits would do.  Adjust such results to
look like the way everyone else does it.  Eliminate a bunch of variant
expected-output files that were needed only because of this quirk.

Enable compiling with the mingw-w64 32 bit compiler.

Original patch by Lars Kanis, reviewed by Nishiyama Tomoaki and tweaked some by me.

This compiler, or at least the latest version of it, is currently broken, and
only passes the regression tests if built with -O0.

Adjust regression tests on cube and ECPG for MinGW 64 bit compiler.

Rewrite ECPG regression test driver in C, by splitting the standard

regression driver into two parts and reusing half of it. Required to
run ECPG tests without a shell on MSVC builds.

Fix ECPG thread tests for MSVC build (incl output files).
