Cluster sets recovery flag on Broker for first member in cluster.

Disable recovery from local store if the recovery flag is not set.

Delete the temp log file before the absolute path test.

If this test failed, the log remained and was appended to.  This led to the
extraction of the wrong PORT and the failure to shut down the test daemon.

Removed the --enforce-acl option. Instead if a policy file is specified acl will be enabled.
