initial draft provided by David Lutterkort <dlutter@redhat.com>
* cpp Makefiles: Renamed libraries with qpid prefix: libqpidclient etc.
* cpp/man/: moved to docs/man/
* docs/api/usr.doxygen: more restricted, user-oriented doc settings.
