HAVE_HTONLL was used for the byteswap code, which no longer uses htonll,
this can be removed.

config.h.in didn't include the HAVE_HTONLL, have added this
htonll is declared inline in the Winsock2.h header, must use
CheckSymbolExists from there.

Refactor TestCInline cmake script to save the inline keyword in the
cmake cache so it won't get lost on a cmake reconfigure.
Print status message of which inlining keyword was selected
