NetworkLocationProvider uses GeolocationSystemPermissionManager and tThere is no nullptr check for the manager instance so QtWebEngine has to provide it. This fix implements a FakeSystemGeolocationPermissionManager what is meant to be used only on macOS if geolocation is disabled.
