This is an entirely mechanically generated (chefstyle -a) change, to go
along with chef/chefstyle#5 . We should pick something and use it
consistently, and my opinion is that double quotes are the appropriate
thing.

Fix condition of removing a group before user error.

This should fix [issue 1586](https://github.com/chef/chef/issues/1586).
The issue is that if a group is removed before the user, the GID
remained and causes an error. This should remove the check for remove
actions.

This is as per http://en.wikipedia.org/wiki/URI_scheme, and solves some
edges i.e., following (30x) URL from the "Location" header where we
have to deal with "HTTP://".
