This is an entirely mechanically generated (chefstyle -a) change, to go
along with chef/chefstyle#5 . We should pick something and use it
consistently, and my opinion is that double quotes are the appropriate

This implements usable-suppliable file content verification per RFC
027. Users can supplie a block, string, or symbol to the `verify`
resource attribute.  Blocks will be called, string will be executed as
