* Always use `*_proxy` environment variables.
* Make a `ChefConfig::Config.proxy_uri` method that gets used by
  `Chef::Provider::RemoteFile::FTP` and `Chef::HTTP::BasicClient`.
* Remove `env` method from `Chef::HTTP::BasicClient` (using
  `stub_const("ENV", ...)` in specs instead.)
* Remove `http_proxy_user` and `http_proxy_pass` methods from
  `Chef::HTTP::BasicClient` (replaced by functionality in `ChefConfig`.)

The AuthCredentials class does not do anything special
with regards to the key. We should only need to check
that the one we passed in, not that it's pem representation.

The reason for removing this extra (unneeded) check is
because it breaks when openssl is in fips mode. When in
that mode, openssl with generate a PKCS#8 pem representation, while
the thing that we checked against was a PKCS#1 pem representation.

All supported Chef servers support the 1.1 signing protocol.

as the default allows us to remove a bunch of code that tries
to upgrade 1.0 to 1.1 when the node name is too long.
