This implements RFC 67, which removes cookbook segments, and moves to a
single list of all the files contained in a cookbook. This allows us to
move forward with better audit modes and also proper shipping of ohai
plugins.

applies the same kinds of fixes that i applied to rake dependencies:*
and mostly reverts to mainline usage of bundler. abandons all the
trampolining, and uses the platforms that are already locked in
the Gemfile.lock and unwinds the multi-platform stuff that bundler
does natively now.
removes the BundleUtil module entirely since it is no longer used.

Adds a gpg_check property to the resource to turn them off on a
per-resource basis. The global config is also preserved. The
global config will warn once if you have it set to turn off
gpg checks. The per-resource property will not warn (presumably
you know you're doing something bad when you turn it off).

Current gem installer does not work if multiple cookbook request the
same gem. The solution is to merge all the gem requirements for the same
gem.
If multiple cookbooks have conflicting constraints, the install will
fail anyway.
This bug affects Chef 12 too and make the feature almost unusable.
