This gives a speed boost since rubygems does not have to scan through
every gem in the gemset in order to find the file.

When we make a request to a chef server, we capture the minimum and
maximum support API versions and allow them to be queried.
We then provide some infrastructure for making decisions on which class
should be used, in a middleware-ish mechanism.

This is an entirely mechanically generated (chefstyle -a) change, to go
along with chef/chefstyle#5 . We should pick something and use it
consistently, and my opinion is that double quotes are the appropriate
thing.

In the process, stop auto-expanding JSON in the HTTP client, and let
individual classes control that themselves.

this is probably pulled in by chef/http at the top, but make it
explict (lazy to break circular deps).

Was hoping to avoid this, but there are multiple subclasses of
Chef::HTTP that interact with the server, which all must support
socketless mode.
