Due to changes in chef-client 14 old cookbooks started winning and this causes lots of problems, especially for old incompatible resources. Chef client should always win here.

This was dropped in Chef 14.0.190 by chef/chef#6952 as a side effect
of stripping out all the Chef::Resource automagic delegators.
People were using this one inside of provider code, and it seems fine
to continue to use it.
Moving it to inject it directly into the Provider class instead of
just custom resource action_classes to make our API more consistent.

sensitivity to upstream changes, reduced complexity. Currently Chef
determines this by parsing 'emerge'. This change results in a large
speed increase for Gentoo-based systems.

This gives us a 3.5x speedup. Yes we need to do this better, but it's no worse than DISM which we already landed in chef and does the exact same thing

Turns out I was doing this entirely wrong. I've confirmed this fixes the issue I introduced by trying to fix another issue with the usage of the mixin.

Avoid lookups for rights of 'LocalSystem' in windows service

LocalSystem is a special account for the service subsystem, and the security
subsystem doesn't know about it. It inherits rights from BUILTIN\Administrators
so we don't need to check it for SeServiceLogonRight. Even if we look up System
it wouldn't show up as it gets that right from hidden membership in
BUILTIN\Administrators.

Throws out the full regex and instead just makes sure someone doesn't give us a FQDN, which will entirely fail the run and result in a infinite reboot.

We could get a lot more complex here and that might not be a bad idea, but this is probably a step in the right direction.
