The rules.mk files must use something other than top_builddir. This is so
that multiple source trees can all use $(top_builddir), and just use
APR's rules.mk file. Without this, every source tree that uses this
rules.mk file, thinks it's top_builddir is APR's top_builddir. This ties
in with the next commit to APR-util to make it use APR's build directory.
