AC_USE_SYSTEM_EXTENSIONS now enables C23 Annex F
* lib/autoconf/specific.m4 (AC_USE_SYSTEM_EXTENSIONS):
Also define __STDC_WANT_IEC_60559_EXT__, for C23.
