The adoption process of bash-completion started in 2017, but was not
concluded until 2018. This patch updates the copyright years in the
copyright file.

The upstream URL in debian/copyright was incorrectly pointing to the old
page for the bash-completion project.

Since Debian Policy Manual 4.0.0 [1], https is recommended over http in
the format field in debian/copyright.

Lintian complains about the duplicate definition of the GPL-2. This
patch adds a single description of the GPL-2, as requested by lintian,
as well as it adds the text recommended by the Free Software Foundation
in their licenses page [1].

Since upstream commit ID aee91a91baa3c32dc315be39d5f95f8045217594, the
references to the mailing list on alioth are removed. This patch
removes the reference from the downstream copyright file.
