Fast fail on invalid CPU parameter passed to NT_MAKEFILE
Issue #223 (bdwgc).
* NT_MAKEFILE (OBJS): Move misc.obj and win32_threads.obj to the
beginning of the list.
* NT_MAKEFILE (gctest.exe): Move $(GC_LIB) to the beginning of the list.
