Use startswith in gdb subfolder.users/marxin/startswith

ChangeLog:

	* gdb/cp-name-parser.y: Use startswith instead of strncmp.
	* gdb/m2-exp.y: Likewise.
	* gdb/macroexp.c (substitute_args): Likewise.
