Fix mingw gold build with plugins enabled
* Makefile.am: Replace -ldl with @DLOPEN_LIBS@.
* configure.ac: Export DLOPEN_LIBS and add headers check.
* plugin.cc: Handle non-dlfcn case.
* Makefile.in: Regenerate.
* config.in: Regenerate.
* configure: Regenerate.
* testsuite/Makefile.in: Regenerate.
