* dlltool.c (mcore_elf_cache_filename): Add a const qualifier to

  the argument.
  (scan_obj_filename): Do not drop the const qualifier when calling
  mcore_elf_cache_filename.
  (struct fname_cache): Add const qualifier to filename field.
