* configure.in (AM_BINUTILS_WARNINGS): Add.
(BFD_NEED_DECLARATION) Replace with AC_CHECK_DECLS.
* config.in: Regenerate.
* configure: Regenerate.
* sysdep.h (NEED_DECLARATION_*): Replace with HAVE_DECL_*
* ldmain.c: Ditto.
