Ninja: Add a separate job pool for PCH creation
Add a `JOB_POOL_PRECOMPILE_HEADER` target property to specify the pool
name, and its associated `CMAKE_JOB_POOL_PRECOMPILE_HEADER` variable.
Fixes: #20217
