VS: Add variables to initialize debugger-related properties
Add variables to initialize target properties `VS_DEBUGGER_COMMAND`,
`VS_DEBUGGER_COMMAND_ARGUMENTS`, `VS_DEBUGGER_ENVIRONMENT`, and
`VS_DEBUGGER_WORKING_DIRECTORY`.
