CMakeDetermineCompilerId: Fix detection for VS ARM platform
Add WindowsSDKDesktopARMSupport to the compiler id .vcxproj to
avoid 'error MSB8022: Compiling Desktop applications for the ARM
platform is not supported.' from VS.
