Dedede: Retrieve FW_CONFIG from CBI at higher priority
I2C is initialized before the HOOK inits now, so retrieve CBI FW_CONFIG
as soon as possible for use in determining which chips are present.

TEST=on waddledoo with HDMI DB, ensure charger init comes after
FW_CONFIG is fetched
