dedede: Make EC_MKBP_INT_L open drain
This commit changes EC_MKBP_INT_L to be an open-drain output. The AP
firmware will also be configured to apply an internal pull-up to allow
this configuration to work.

BRANCH=None
TEST=Build and flash waddledoo with modified AP FW that sets internal
pull-up, verify that EC_MKBP_INT_L is asserted when the AP shuts down
and is de-asserted when the AP turns on.
