bolt: Make fan min/max be the same as link
The fan was not spinning enough to cool the system because it thought
the max fan speed was 5000.
BUG=none
BRANCH=bolt
TEST=build and boot on bolt, generate load and see that the fan comes
on to a reasonable level to cool the system.
