usbc: Allow setting CONFIG_USB_PD_TCPC_LOW_POWER=n
By default, CONFIG_USB_PD_TCPC_LOW_POWER is enabled, and if it is
set to 'n', there are compile errors.
Allow setting the config to disable low power mode.
