battery: Remove dead sbs_passthrough host cmds
The SBS_READ/WRITE_WORD/BLOCK host commands have been dead without use
for quite some time. There is not a single board making use of them. If
there was actual usage, then CL:2136527 would've broken clients
for three years.
Remove the dead host commands and their associated unused config.
